Having trouble with lighting

I'm running my lights with mostly blue spectrum.

I'm wanting to shift the spectrum slowly but when I do I get a hair algae outbreak. My nitrates are about 3 ppm and phosphate is .025. Part of the problem is that I don't have any herbivores yet. I have an algae eating blenny coming tomorrow but it will be in qt for 6 weeks. After that I'll get a small tang. When i shifted color for a couple days it seemed like the coral looked better. Maybe I can just raise the output a little and get the same result without the algae bloom? My main question is; will the coral be able to adjust later on after being in blue for an extended period?

Thats all I test for and its stable. the lights are 3 radion pro over a 5 ft tank. You can see the lighting schedule above. I have a refugium with reverse lighting and caulerpa ( sea urchins ate most of my chaeto and i put them back in the display.) The tank is 6 months old and was started with dry rock in the display and live rock in a second sump that is unlighted.

Another question I wanted to ask is once I get herbivores, will they make a huge difference in the algae? My CUC won't touch the hair algae and I'm hoping a tang or a blenny will help me with that.
