With the quality of the photo I was hoping to be able to differentiate between dinos and cyano, not getting close to the exact family. A big thank you for not only the answer, but also the picture for future reference!I would say cyanobacteria from the Oscillatoriaceae family - maybe mixed with some from the genus spirulina. However - it is difficult to say - some looks like they have heterocyst's - but is difficult to judge from these pictures. Here is a picture and this below is from Wikipedia
