Carbon is great for removing stuff from the water, however hydrogen peroxide (H2O2) breaks down into water (H2O) and oxygen (O) and at a normal consumer level of 3% there is minimal if any residual.

Yes it is 3% hydrogen peroxide so should I remove the carbon and add 2ml to the 4 gallon qt.

If you think you have over-dosed hydrogen peroxide, regular aquarium dechlorinator will remove it, but the dose depends on how much peroxide is left unreacted in the tank. You could try just a double dose of dechlorinator to start with.

I would NOT use hydrogen peroxide as a static bath - it is too difficult to get the dose correct unless you use a peroxide test kit. Here is an article that I wrote about peroxides:

Additionally, unless properly stored, H2O2 rapidly decomposes when open - refrigeration can help but it does rapidly degrade - so as Jay says - it's difficult to dose properly. I'm not sure this will help your situation but it might help others considering this option. Velvet would usually be treated with copper - though it's not yet sure its velvet?
