With low humidity, the dry air will increase evaporation. When water evaporates, 1000BTU’s per pound of water evaporated cools both air & water.

When I operated 10KG of Maraculture in 20’ by 40’ greenhouse, during Texas summer, I made up for evaporation between 100-150 GPD to maintain water < 80 degrees F. That is > one million btu of cooling per day.

Is 40% considered low humidity for my basement?

I have no idea where you live or what your normal humidity is.

Here in Austin, Tx I run air conditioning to keep humidity below 60%.

Also, in the humid South, 70% of air conditioning heat load is moisture in the air.

In the winter, I run humidifiers to keep room < 60%
