How should I clean and take care of the JBJ 28G filter? How often? I'm currently cycling my tank, should I be cleaning it during the cycle? Please let me know everything I should know about the filter and maintenance

Which one is the carbon? And I put it back in after the tank is done cycling?When you have fish. What I do is a water change, I take water out of the tank ( in your case maybe 3 gallons ( 10%) weekly and while you have that water sitting there take out your media and rinse it in the old tank water. Anything else like carbon you can also rinse but replace it monthly. Carbon isn't always necessary to run all the time. If you have chemical media you can also rinse and replace about once a month. It will depended on how many fish you have or how big a bio load
No you don't really need to at this time there is not much detritus in there as yet. You can do a partial water change. If you have carbon in there take that out. How are you cycling the tank? Fish less with a piece of shrimp?
Gotcha.Carbon is the bag that is has black stuff in it.
Keep on checking your water. Ammonia, and nitrites will start to go down and then nitrates will rise. When they are all near zero or zero your cycling is almost done. Do a water change
But remember never rinse you bio media ( the round stuff) in fresh water or tap water. Best if old tank water or fresh salt
