Need light but have a cap

So I am trying to find the best thing I can. Right now I’ve found a phlizon 165w for $92.99 on amazon. It’s for a 40 b tank. All I can spend is about $130. What is everyone else thought or better light out there for the money? This is also my first reef light/ tank. Thank you for your inputs.
