IMO damsels are very territorial and will aggressively defend their space, and the tank is a little small for the hawkfish, so I would keep it to only these 2 fish. If you really want more fish, I would select more peaceful community fish.
In my opinion yes. Clowns are also very territorial, the tank is too small IMO for clowns and damsels to co-exist. I mean there is always a chance it can work, but its a risk.Oh i thought the talbits are a special exception if i cant get that what if i get a pair of clowns and the flame hawk is that too much for my tank?
I personally would get a goby. Adding a clown is going to cause aggression issues between the damsel and clownfish

not the best for this size tank. my percula and ocellaris pair are very sweet unless they have eggs. then the male gets territorial. they lay every few weeks. male is a black storm, female is a wild caught percand the flame hawk

The morph of clown doesnt matter, just pick the two you like! Just dont get a maroon clown, tomato clown, or clarkiis with your regular clowns, thats a no no. Just remember no shrimps with the hawk, they will eat them. Look at maybe a bella goby or a rainsford goby of some kind, those swim around and dont perch! Or a cardinal of some kind. However I will say that tank is pretty small for a hawkfish… I have one in a 300 gallon and he is all over the tank, loves jumping from rock to rock. Thats what im planning on but im going for some occelaris clowns ill be prepared im gonna observe the hawkfishes at the store first to check if they bully other fish or not and try to get a smaller onei would add skunk clowns or perculas then the flame hawk (tiny one) if u wanted the hawkfish. knowing u can upgrade later just be prepared for the worst
