Nitrates too low??

I made a post a week or two ago about how I cannot grow any Green Star Polyps whatsoever in my LPS dominant tank. I am able to grow Galaxea (torch) coral, Kenya Tree and Xenia no problem. However, whenever I buy some GSP from anywhere it never ever comes out and after a few weeks it just withers away and dies.

A few responders mentioned that my nitrates may be too LOW. My Red Sea test kits always show zero so when Hanna came out with a Nitrate checker I bought one and now have an official number after doing 3 tests back to back to back.

My nitrates are sitting at: 0.7

Here are the rest of my parameters:
 
Yeah I would say there low I like to keep mine around 5-10.
 
If you decide to try and raise nitrates, depending on your PO4 you could feed more, and maybe less water changes is an option before you consider dosing nitrates.
