Possible to fix this Orphek PR-25?

Hey guys, i won one of these Orphek PR-25 bulbs at our club meeting over the weekend. The problem is it doesn't work. It appears to be slightly used but in very good condition. I managed to get it taken apart but I can't see anything obvious that would be affecting it. My plan is to test the individual LEDs with my multimeter tonight. After that, i'm not real sure what to test. Any info/help you can give me would be greatly appreciated!
