I've never had a problem with oxygen saturation when dosing antibiotics. You should be fine with the Penguin.

Should I buy a cheap wave maker just for the extra oxygen ?? I have a small penguin 100 now on a 10 gallon ?

Yes, get a small waver maker or an air pump with air stone to help ad O2 to the water while medicating. All meds will strip some O2 from the water, it's always best to add a little back.

You can also help with the swollen eye by adding Epsom salt to the water. It will help relieve some swelling while the antibiotic helps cure the infection.

Sorry I was getting that for you and got distracted lol. You can dissolve it in RODI water then add to the tank.
Epsom Salt: Treats eye and other injuries. Popeye in one eye usually means injury, but popeye in both eyes usually denotes a bacterial infection requiring antibiotic treatment. Cloudy eye can be a bacterial infection or flukes.

How To Treat - 1 tablespoon per 5 gallons of aquarium water. Repeat only once, if necessary. Use only “USP” grade Epsom salt.

Pros - Reef safe, as Epsom salt is just magnesium sulfate.

Cons/Side Effects - The effects of excessive sulfate in a reef aquarium are not fully known.

When I treat my fish with meds in the quarantine tank, I use a small powerhead pointed at the surface ( smallest koralia ), plus I keep the water level a little lower than normal so the back filter I use has to drop water from a inch or so. Doesn't splash, but creates surface waves.
I just saw a picture of something similar recently. I thought, hey, I do that. :)
