Real Head Scratcher

These small projections look like baby euphylia, but they’ve been growing on my hammers and frogspawn for years and never get bigger. Are they stunted heads or something all together? You’ll notice that they are a completely different color than the frogspawn and I’ve never seen tentacles project from them.
