Red algae, what is this stuff?

Hi everyone, I’m helping a friend with their algae problem but I would appreciate some help trying to identify what we’re up against. The tank looks much better now, I took out all the rocks and gave them a good scrub, they stay clean for about a week and the main issue is the red slime algae that comes back a week after it gets cleaned up. The nitrates were high when I checked before the first water change, it was at 80ppm and I haven’t checked for phosphate yet. Can anyone let me know what it is and some possible treatments or even what it can be caused by?

it looks like cyano but usually that is a low nutrient issue i suck it out with a baster and turn off the skimmer and it goes away.
