Reef upgrade 37g to 90g

A friend of min is moving his tank from a 37 gallon to a 90 gallon. What would be the easiest way to move all livestock with the least amount of re-cycle as possible
 
New Sand, 50% new water, all the live rock from the existing setup + live rock that has already been cured, or from another existing system.

Shouldn't see any cycle at all with the amount of liverock for a 90g.
