Hi, welcome to Reef2Reef!

Are the other fish eating well and not breathing fast?

The tang is what is termed moribund. This essentially means close to death. I'm sorry, there may not be a way to save that fish, but you will want to try and figure things out in order to protect the other fish. This fish could have an issue specific to it, but I'm worried that it could have something contagious.

Can you post a short video of some of the other fish?

Just to prepare you- There is a jigh likelihood fish will not make it- Just being honest as it is past the point of distressed.
Several factors will cause this not limited to but including:
Startled and crashing into the glass (this is my suspect)
poor diet
water quality issue
Spike causing decrease in oxygen
Osmotic shock

To see someones signature when using a phone,turn phone to side and should be able to know see signature,works for me on samsung/ android anyway.

Nothing to help this fish sorry but may help someone in future.
