Other than dusk/ dawn, is there any point to dimming my sunpower or should I just run it at 100%? Do bulbs last longer if ran at a lower percentage?

There are several reasons to dim a T5, some may or may not apply to you.

To simulate the intensity of the sun throughout the entire day. Mine only peaks for about 2 hours.
The ability to increase or decrease overall intensity, without having to to raise or lower the fixture.
The ability to decrease the overall intensity for acclimation purposes.
The ability to fine-tune colors by dimming bulb groups.
If your fixture supports it, the ability to run a true moon cycle that varies in intensity throughout the month.

Currently the retro is on for 12 hours
Channel 1 on the sunpower is blue+/ actinic ran for 12 hours for 0-70%. 70% is run for 5 hours
Channel 2 on the sunpower is full spectrum ran for 8 hours 0-70%. 70% is run for 5 hours.

How would I do moon? Run at 1% blue channel over night?
