It's just toadstooling. They do that sometimes. Your salinity is a little high (1.026 is where you want it) but not so high that it would cause a toadstool problems.

It's very hard to kill a toadstool, they're almost bulletproof.

The tank is obviously brand new and the nutrients are very low for corals, soft corals like more nutrients in the water. You will need a better test kit for phosphate. For example, I keep my phosphate at .05, which isn't possible for the API tester, it only gives a range which isn't accurate enough.

Toadstool likes good amount of flow, it needs the flow to shed and to stand up straight. Its flexible on lighting but IME it grows faster in higher lighting.

I should have specified i just did a water change today of about 10-15% so my phos is lower than last week when this started.

All necessary nutrients are being given via dosing. Reef Fusion 1 & 2 dosed regularly, I put fish pellets to allow them get natural nitrates from the cycle, AB+ and Reef Roids are spot fed on an interchanging cycle once a week, twice for gonipora. 3 of my Duncan are showing new buds so I believe everything nutrients wise is covered. I was just confirming is my Toadstool was shedding or dying. It was originally higher in my tank but I lowered it once I noticed doing what it was doing.

I don't think its dying, it looks fine, I think just sulking as mentioned by Biokabe above, or maybe still acclimating to your tank. I was just sharing some info as I'm not familiar with your experience level, but sounds like your on top of it.
