What Algae is this and how can I remove/ reduce it ?

Tank was neglected for a while. It had a LOT of green hair algae b4 but I did a few large water change with manual removal and 2 astrea snails the stook care of most of it. Still a little left but idk what the algae covering sand bed it. Cyano ?

I have results here too.

It looks like Cyano with a smattering of GHA. The N/P are elevated. Consider bringing them down slowly, don't bottom them out.
 
You might try to dose bacteria too to try to outcompete cyano at the same time.
