I soak my nori in saltwater till it becomes soft. Then I feed it into my powerhead to chop it up and distribute it through out my tank. My tangs love it.

You could place your Nori in a ziplock bag with a slice of bread and that will keep it soft.

I use a clip with nori folded up tightly on it.

I hate to say it but that clown tang will eventually get evil and hurt or kill other fish in your tank so have a backup plan for it. They are beautiful fish but are extremely territorial and will cut other fish apart without abandon, their Caudal spine gets pretty nasty. I've tried a couple of them over the years and they eventualy start to go on a rampage. I had a clown fish that was nearly cut in half by one I had.

In the morning so that the tangs can finish it all before the lights go out (graze for about 65-75% of the day)

My hippo would never eat nori from a clip or even large chunks floating around - I had to break it up into tiny pieces to resemble flake food. But that changed dramatically the past two days. Being housed with a ravenous Rabbit who eats nori sheets like a paper shredder has taught the hippo that it’s a good thing.
