I would find something relatively inexpensive from a shop known to have a high turnover rate. As an example, I wouldn't want to buy live sand that has been on the shelf for 3 years. I'd want to buy sand that just came in.
...about the troubles. Could you post your full tank numbers and more info about your tank, maybe a pic. I saw CU on icp, but such a small amount I am not sure that would be the cause. I will defer that for a second opinion. With a bit more info hopefully we can figure something out.

I have also cut down PVC 90s to get them to fit. Although some people do paint PVC that is exposed to their tank water (Krylon Fusion is the normal recommendation), I personally avoid paint in my tank.

My go to silicone for acrylic/glass sumps......Use that all the time and sticks extremely well to glass and acrylic. Just make sure you let it cure. I prefer at least 3 days, but like 5 better.

It has been a long time since I have cleaned rock. If I remember right, the best way to be sure to rid the rock of the mushrooms would be an acid bath. I would rather be sure though and get another opinion.
