I shouldn't be worried about bacteria?
I feed raw frozen clam or oyster all the time. I shell the oysters, freeze in a lump, shave off a thin slice, chop into bits, swirl in a jar with tank water, pour a little in at a time. If you have raw shrimp that are big for him you could try chopping them up.
