10 watts is probably plenty of power for a 3 gallon pico. But it was hard for me to tell what the real color spectrum and PAR is for that light. You will need 150-200 PAR and 6500k, 12000k, 450nm blue, and 400/410nm UV to grow coral. That lights looks/seems like it only covers maybe 12000k and 450nm blue.
