I don’t think I will need one because th hob is like 1/3 the length of the tank. I could put something to split the current into 2 jets
 
I suggest getting a powerhead just to be safe. What you are dealing with does better in high flow than low flow.
With 150 dollars left, that really depends on what you want. For the cheapest fish (gobies, occelaris clowns, which you don’t like) and corals (toadstool leather, Xenia) you should be able to get enough.
But I can drop 150 on an lfs trip for a few frags of common corals (frogspawn, zoas).

The flow is not direct and does not create an ocean like current.
Based on the reviews of the pump, it doesn’t seem like a good option despite the cost.
 
Ok this is what I have now, I don’t want a mini whirlpool in my tank so I had to pay 40$ more for a dc powerhead
