I wonder in there is any way to make an LaCl polymer...some kind of lanathum jello?

You'd need to hold the lanthanum and at the same time allow it to precipitate as lanthanum phosphate, which sounds chemically difficult.

An alternative would be to trap the very highly charged lanthanum (as lanthanum chloride solution) inside a polymer membrane that had a high positive charge (say, a crosslinked cationic polymer like polyallylamine), making it much less likely that La+++ would diffuse out, and would not particularly inhibit phosphate from diffusing in and chloride from diffusing out to balance charge.

Making such a thing would up the cost of the product a lot, however.
