He dove under the sand, kinda swam around under the sand for a while, then popped his head up to take a look around. He did this several times.

Not too common for a moray to do this however it is very common for the snake eel species.

I think your eel is confused doesn't know which type he is.

That is awesome. Mine hasn't done that but I don't think my sand bed is deep enough. Eels are the coolest tank inhabitants.
