How to treat?
I agree with rtparty. Search Dinoflagellates in the search bar. several good write-ups you'll kind of have to read several and see which one will work for you. Tons of info on here but treatments vary for different types. You'd have more success if you know what type you have. can you share tank parameters?

How to treat?

Speaking in generalities, dinos on the rock creating bubbles is usually Ostreopsis. The easiest way to deal with them is a UV sterilizer IME

Do you have coral in the tank? If not, simply turning the lights off for a week can do wonders. During the lights off week it’s a great time to find some super live sand or rock to add into the system as well

I have coral in tank.. sps dominated

definitely dinos, easy to treat just look it up after putting a sample under microscope to find out exactly the strain. Osteopsis and UV will get rid of them if you read and get the flow rate set proper ;)
Pump in the display tank near the bottom and the uv on the opposite side.

The growth of interest may not be around the bubbles but the out of focus dark or black fuzzy growth all over the rock. Can’t tell if this hair algae or cyanobacteria.
