How long has it been since you last turned it?

I can't say for sure other than, It happens sometimes. Valves can lock when not touched and biofouling and precipitation set in. I would buy an extra valve, Swap out the middle of the valve by undoing both union halves, and then soak the stuck valve section in vinegar or citric acid to try and dissolve any mineral buildup. You may find that it works after a good soak. You should then rotate and clean the valves more often to make sure they work when you want.

If it is brand new it may need to be worked in. I would still remove the valve and then try to use more force to work it in. If you use too much force while it is connected to the pipes you risk cracking or stressing the pipes.

Good advice - shut flow off, remove valve and work it in.

i was able to uncrew the union on the uv aquaclear itself and take the whole pipe and fix it. One question/concern. And sorry for being a noob. But when i screwed in the fitting for the UV back in is normal to see the end of the thread like that? Or its supposed to go all in where u cant see the threads at the end?

Make sure you do not cross thread the connection - if you do it will have a high tightening tongue, but the compression fitting/oring will not be seated. You will know when water leaks out. Otherwise it doesn't matter if threads are still visible

Take the valve apart, and clean it well as others have suggested. Put silicone grease on the ball when you reassemble and open and close it a dozen times or so to spread the grease around well. No more troubles...

I'm glad the moderator took out the lords name being used in that way in the OP, it was a little distasteful to me as well !

also as someone else mentioned I would use a gate valve there, or when gluing a union valve measure and remove valve before gluing and wipe glue clean then install the valve to prevent glue from making its way into the valve, everything is plastic and will weld together as one.

I apologize for that. I didnt mean anything by it. I was just frustrated. I took the valve out and i can turn the handle up and down now no issues. Idk why it was locked. Yes i did pretty messy job it was my first time using primer and pvc. And things got messy. I learned for next time. The good thing those pipes i wont see they are behind the tank. Thank you
