Chocolate chip starfish advice

Okay guys I am new to this fowlr aquarium so I will try not to leave anything out. Having an issue with a chocolate chip starfish that was recently added. Heres what i have:

30gal
Live rock
Fiji substrate
2 oc clowns
1 blue legged hermit
Parameters:
78°F
1.025 salinity
GH-180
KH-100
PH-8.0
No2- 0
No3- 0

The tank finished cycling about 3 and 1/2 weeks ago which is when I added the crab and clownfish with no issues. Acclimated this chocolate chip starfish like I was told to do 48 hours ago. Look at these pictures and let me know what you think. Has not moved only curled up more and more but he is not falling apart as of yet, and the coloring seems uniformed as it was 2 days ago. I did not try to feed it as it hasn't moved at all .

Only time will tell at this point. If stressed moving it will only make the issue worse. May have been a little soon. New tanks even though numbers can be perfect are still missing the environment an established tank has.

No RODI, i put together a 2 step that has a carbon, and sediment filter. I add aquaforrest reef salt to that water along with Seachem Prime conditioner. Then I toss a powerhead and small heater in the tub Im mixing in, cover it and let it run for 2-3 days.

Could be an issue with your water source. City water is full of chlorine, copper and who knows what else. Shell fish and corals are more susceptible to those things.

Update,

Since yesterday I put CC starfish in quarantine. Woke up this morning and the clownfish that was added with the starfish, dead. I come home from work just now and my bigger female clownfish has her nose in the corner of the tank swimming, and has a white spot on tail. I just changed all 3 filters. Retest parameters and only change from yesterday
No2 < 0.5
No3 < 20
Both were 0.0 early yesterday.

Update:
Added some ASI Melafix early yesterday. I was told the clown had some parasite just not sure which. It was hardly moving, pale white. I had water ready for the lower salinity bath but he looked like he couldnt handle any more stress. So went to work and 10hrs later it was still with its nose in corner of tank hardly moving, but the black color was coming back. Still not moving this morning so added another treatment. Came home from work today and, well look at the before and after treatment pictures. I'd say its doing much much better.

Do yourself a favor and stop using city water. Go buy distilled. City water can contain any number of things which have a drinking water safety limit (I’m an environmental engineer I do this at work) which isn’t harmful to us but will kill your fish. You are not going to find any chemical that can remove some of things that can legally be in your municipal water supply by law (lead, copper, benzenes, chloramine, and a zillion other things).

Thanks for the input. Ill keep the distilled H2O in mind. I would like to get RODI sytem at the house to not have to worry about it anymore. I purchased H2O from my LFS the other day when I did a water change as my calcium test came back around the 600 mark, but phosphorus was 0? Not sure what that was about but its lower now. The clown is back eating and acting as normal as a clown fish does.
