Electronic Controller placement

I just got a Seio electronic controller to try and run a couple of powerheads that are not seios. I read some posts from years back that they work with other powerheads. My question is that the directions say, " mount above the aquarium water level. Never place under or inside the aquarium cabinet" Any reason why this would be? What would be the problem with mounting under my cabinet? That is where I was planning to put it.

That's what I figured, so I'll put it under my cabinet where is doesn't get wet.
