Dwarf angels are immensely sensitive to ammonia.

If you don't QT, I also highly suspect you may have parasites. With dwarf angels it's likely velvet or uronema...

Pics would help us nail it down for you.

I would do a water change to address the ammonia first and foremost. Maybe add a bacteria-in-a-bottle product to help boost your biofilter.

Then, I’ll +1 with a photo or video maybe helping to determine if there is something else going on.

Any visible symptoms? Heavy breathing? Sores/spots? Red gills? White-stringy poop? Bloating? Etc...

Which ammonia test kit are you using? Is the Angel breathing heavy? Any spots or anything unusual?

I had to leave to go to work unfortunately but I’ll do a 20% water change when I get home? He looked fine yesterday but when the lights went off I saw him just laying beside a rock not in his usual spot lol also should add I just put a new fish in like a week sgo and I saw him scratching his body off the works which I thought was odd

Scratching is generally ich, velvet, or flukes. I'd locate a quarantine tank.

How long has your display tank been set up?

This is definitely a sign of parasites :(

It could be flukes, a 5-minute freshwater dip would tell for sure. Could also be ich/velvet...

i would say around 3 months. I always check my ammonia levels after adding new fish, I only have 5, and it’s always zero .

So should I go buy a small QT tank ?

I would definitely set up a qt and get ready to treat your fish (all of them). I would do a 5 min FW dip on the way to QT to check for flukes. If no flukes I would treat for velvet with copper power at 1.75ppm for 30 days or 14 days with transfer to a sterile tank. This will cover ich and velvet.

If flukes are present treat with Prazi twice 5-7 days apart (I would do in QT also).
You can also knock out any internal parasites with either metro or General Cure +Focus +food fed for 14 days.
Unless you know for sure it’s not ich I would leave the DT fallow for 76 days to cover all possibilities.
