What kind of skimmer? Sounds like you need to turn the adjustment down.
They tend to overflow when set back up because of all of the disturbance (I am assuming you moved the tank)

Yea I got the tank from a buddy how moved and this is my 1st tank and he also didn't tell me how to set it up so I've done a lot of Google and it's now helping and it's a 150 bmk swc protein skimmer from what I am finding on the interweb

Agree with 4Ford. Give it a day or 2 so that the system settles down before getting two concerned

If there is a leak somewhere like a crack or loose fitting, you can feel around the skimmer while it's running. You would feel pressure blowing past. For instance. My reef octopus 150. The pipe going from skimmer to valve and output was not sealed. It would cause the skimmer to run too wet then too dry. I was able to feel the pressure difference. I glued the PVC pipe into the skimmer. That sealed the leak and regulated the pressure. Then I was able to tune the skimmer in without fluctuation.
I think the reason that this PVC tube isn't sealed by the manufacturer is to allow the owner to position the tube in the direction that works best in their sump. I bought it used and I don't think the previous owner knew this, because he also had issues with it overflowing. I just decided to trouble shoot it, rather than sell it.

I know my sca skimmer will go crazy with even very small adjustments. I had to set it and let some buildup happen then I was able to set it and forget it. However, I have noticed things like during water changes etc. On the same setting it can tend to overflow on my floor. Which is awesome. I have to set it low and wait until things even back out and readjust it as needed.

to me it seems like there might be something lose on your skimmer. My suggestion would be to see if the mico bubbles are coming from your skimmer or not. I would power off your skimmer and see if the mico bubbles go away. If they go away then you have an issue with the skimmer. I would then (if you can) pull out your skimmer and make sure everything is connected correctly. I then would put the skimmer in a bucket of water and make sure your not getting bubbles anymore.
Now about the overflow I agree with @4FordFamily about setting the skimmer to a lower setting. Also check the water level in your sump to make sure its not too high.

The bubbles look like there coming from the outlet tube I'm starting to wish I didn't buy it used and just got a new one so I new how to set it up (instructions) I don't know how deer it needs to be or anything and can't find it online

Recommended water depth 7-10 inches. Try playing around with it in those depths and different strengths. If it was cleaned really well before he gave it to you they definitely take some time to break in again as others have mentioned.

Is the outlet tube not sealed? Depth should be 7-10". I would go with 8". Found it in 2 minutes using Google :)
My RO 150 is really similar and set to run at 8".
And whatever you do, don't make adjustments then go to bed. Lol. They take a little bit of time to settle in when changes are made.
