Not sure what these are called but they have taken over my tank, how do I get rid of them? If I get my nitrates and phosphates lowered will they recede?

Cut them out. Frag it and give it away.

I tried pealing them off the live rock with no luck, what kind of snails eat green star polyps?

Snails don't eat star polyps....... You gotta cut them out or kill it off. Kalk paste, hydrogen peroxide burn, frag it

My suggestion is frag and sell for super cheap. But you can always trade rock lb for lb with someone too.
