My salinity on my tank is 1.023 and I'm wanting it at 1.025, what's the best way to get it there? Should I add a little saltwater with the same 1.023 when I do a top off on the tank or when doing a water change, do I just add a little more than I take out each time?

You can mix some saltwater and add to tank slowly until you reach your desired salinity. I would recommend adding a little each day and you will be okay.

I find if I need to raise my salinity up a little I top of with saltwater instead of my Rodi water. But again slowly.!!!

My tank evaporates about a gallon and a half a day on a 90 gallon, would it be fine to do that much or should I do half and half

I would just mix up some water in a 1 gallon container with salt maybe 1.027 and add a small amount each day until you reach1.025. When you do your water changes you need to make sure your salinity matches your tank salinity. But don't worry about 1.023 it will not cause any issues.
