I've been treating this anthia in qt for about 9 days with copper safe at 2.0. But recently saw its fins. There are no other spots on the body and it almost seems like there is too many spots on the fins to be ich.

Looks like lympho to me. No cure persay other than proper feeding and clean water. Its viral supporting the fish’s immune system , is normal treatment course. Usually not fatal.

The white spots, are they raised up a bit and cottony/fibrous or cauliflower texture? Or are they filmy and flat?

Seems to be raised? I can't tell it looks sandy but more localized to just the tips of the fins . Two of the anthias have it so I assume if it was that much ich it'd be on other parts of the fish?
