Can a 16 g fit a pair of clownfish as well as a goby Shrimp pair?

My understanding is that 20 is the minimum recommendation for clowns. There are plenty of nano shrimp gobies that should do well in that. My Stonogobiops Nematodes goby and Alpheus Randalli pistol shrimp stay in the same small area all the time.
