I do not want to remove my hood and Steve LED is quite expensive. Are there other alternatives to improving my lightening where I do not have to remove the hood of the 32 gallon biocube?

I took the hood off of mine and went to the SBReeflights 16" basic for $130, partially because I was having issues keeping the heat down in my tank/house. I was happy with me results, especially considering the price.

The AI Prime HD+ is on sale right now @ BRS for $199 as well, I believe that would be a great light for the BC32
