That will be up to the agent but on higher price items, they generally require tracking info and receipt of item before refund
I really hope so. Another part of this whole issue is, do I get the pump back in the original condition? Or do I get back a box with a couple bricks in it?

Well if the power supply is the only part of the unit that has a place of origin marked on it I can understand the seller being confused and thinking the entire pump was made in china. This coming from me as someone who has no experience with this brand. Not siding with the seller just trying to see the sellers side if they are not familiar with the brand. I mean if spent $1k on a pump from a private party and the only country of origin marked on anything was China I might be tempted to react in a similar manner but I would have allowed the seller to refuse a refund before I filed for a charge back. Just trying to look at things from the buyers POV.
He told me in a private message that he saw the power supply had the Made in China on it so that meant the whole pump was made in China and that was the statement he gave to PayPal dispute.
My only confusion is how could this even be a issue?

Just looking at it from a different perspective. To show my ignorance I assumed all pumps would have an identifying sticker or something to identify them. I have reeflo pumps, jebao and a few other bands and all have some type of identification on the pump. Maybe the buyer is as ignorant as I am as far as pumps not having the place of origin marked or not marked. It may not have been an issue with someone who has first hand experience with this brand and knows this.

Does royal exclusive even advertise the pump as being made in Germany? I couldn’t find anything about that on their product page. Did you advertise the pump as being made in Germany? I’m all for hating on shady companies for false advertising in product descriptions and ads but you’re just a hobbyist reselling some unused equipment. You listed the name of the pump, I didn’t see much else advertised in your other post. This whole things just seems like intentional fraud from the buyer.

They are a well know German company and I've never seen this issue ever coming up.

I made the ad as Red Dragon Eco 5 200 watt pump.
They are a well know German company and I've never seen this issue ever coming up.

Ah thanks, I see they state "Royal Exclusiv® means worldwide premium quality 100% "Made in Germany".
I can see how the buyer might think 100% would include the power supply and other accessories. But still that's royal exclusive's claim not yours. Also as I mentioned before they clearly state the power supply is from meanwell lol.

I don’t remember but does this site have a minimum level of participation before you can participate in the marketplace?

I refused his request for a refund when he claimed the pump was made in China based off the tag on the power supply.
The pump manufacturer is pretty easy to google. It is a well know company.

I'm not sure how the Paypal dispute rules go. If I lose, do I have to immediately refund his money and wait for him to ship the pump back?

He is fairly new.
And to stick a dagger in my own heart, I saw he was taking with someone else about Red Dragon pumps and other high end pumps, so I contacted him and showed him the ad.
I see a fair number of new people without the required number of posts accessing the for sale pages.

This Guy knows the detail about that Pump. I'm sure he's looked at it closely and been on the website. Plain and simple he just wants his money back probably because his plans have changed.

Who cares where the pump is made, if it's not counterfeit then its a royal exclusive pump that has an already set price point. The agreed upon sale price was paid and the pump was delivered.

All this other stuff after the fact is just noise. What the buyers true motives are can only be speculated but I don’t think it has anything to do with where it's made and more about trying to renege after the sale was final.

PayPal should only intervene if there was a clear case of fraud, which I don't see.

If the pump didn't work, if there were defects that weren't disclosed is one thing but demanding a refund based on what the buyer says just doesn't add up.

This is a private transaction with all sales final.

I trust the PayPal agent has some brains behind them and not some pimple popping adolescent with a power complex because to me this is cut and dry.

The buyers complaint (if true) is rooted in ignorance and is a hang up he has to wrestle with on his own with regard to manufacturers ethics on where they decide to have their pumps made. None of that should distract from the fact that it is truly a royal exclusive pump and with it the reputation that justifies the sale price.

The pump is a genuine made in Germany Red Dragon Eco 5 200 watt pump. I have receipts from Aquarium Specialty. I even emailed the rep ( Torsten ) in Germany about the pump.

He told PayPal that the pump was made in China because the Meanwell power supply has a made in China tag on it.

I am not disputing that the power supply isn't German made. Royal Exclusiv has it listed in the pump description on their web site that they do use Meanwell power supplies.

I believe his motive is he wants an Abyzz pump.
I saw he replied to someones ad for a Abyzz pump about an hour before the Paypal dispute happened ( looking at the timelines on PayPal and on the ad.

I guess in the future if I ever sell anything here again all my ads will say "All sales final".
Not sure that will help

Yeah, I posted this morning and it will take some time later to re-post.
Just a FYI, ( I believe I said this earlier) I contacted vinhusc myself about the pump. I saw he was asking about another high end pump and sent him a message about my sale ad.
I take full responsibility for starting this mess.

I have my hands full planting a 16' tall cypress tree in my yard. I'll get back to updating this among other threads I need to re-post.

At this point, I would probably just chalk it up to a dishonorable person and have him ship it back at his expense.
He does seem to be buying or inquiring a lot about Equipment listed on the Site.

Couldn't trust him to buy it and keep it like everybody else on this website.
I don't think I can trust him to send the pump back undamaged. Or even send it back at all.
