I want to replace my old sump with a new sump... will a clean, brand new sump cause any issues with my tank, 3 yr old a mixed reef. An algae bloom maybe? Or nothing?

It's a very basic sump... bare bottom... no LR in sump (tank has LR)... just a filter sock, pumps for GFO, Carbon (in reactors) and the return... a skimmer... I would be buying another new sump for the same equipment... same set up, maybe different baffle positions. I don't want to disrupt water quality/environment... make sense?

Yep. I think you'll be fine, just save the water, mainly so you don't have to make a bunch of new water and to try to keep things as close to the same as possible. Install the new sump, add the same water, equipment, etc. If you had live rock or bio media i'd suggest you keep it wet so you don't lose as much bacteria. You'll lose some from the sump itself, but you could always add a bottle of bacteria, like bio spira, to cover your losses if you're really worried about it. Ultimately, you should be fine.
