RODI Filter problems/suggestions

Hi all. I'm in need of suggestions in order to avoid wasting money.

My filtered water comes out at about 47 ppm since day one and I can't find a fix.
Source water is 250ish ppm.

My system: 100 gdp, polypropilene, carbon, DI resin, pressure pump and RO membrane.

First I changed the micron and carbon medias. It took over an hour to wash them and the water still came out about 4 ppm higher than source. I notice that the polypropilene gets dirty really fast, becoming almost fully brown on the first day.

Second I replaced the DI resin and its container, which I noticed was physically damaged. Still the same results.

I'm getting a new RO membrane. Should I be getting more stages?

My tap is over 400ppm, and I get 0 TDS water. I run a .5 micron sediment filter, two .5 micron carbon blocks, the RO membrane and then the DI resin. Water going into the DI resin is usually between 3-9 TDS.
My sediment filter doesn't look dirty until about the 3-4 month mark. Maybe check online for the most recent water quality report for your supply.
