My RODI unit is showing TDS out equal 1. Is that water ok for a water change? and when should I change those filters?

Yep.. you'll want to change the sediment and carbon cartridges every ~6 months and the membrane whenever your TDS reads above ~15

I would change your di resin.

I change sediment filters when I see a pressure drop, carbon filters every 6 months or sooner if I see chlorine breaking through. Di resin when TDS reads 1 or if I see significant color change I'll go ahead and swap it out.
