Yes, I have to know which fish is passive and would school in a 40 breeder. Looking to do five small fish that are colorful schoolers and would be happy in a 40 breeder with tons of current around 130x times turnover avg. thanks for your help!!

Bangaii cardinals

Those are two that immediately popped into my mind when I read passive,small fish, and school. However getting a bangaii school will be a little bit challenging. But, once you have one they are normally passive.

4 stripe damsels
acares midget reef chromis pretty much any chromis

Could do a Cardinalfish like the Orange Lined or maybe the Fowleria Cardinalfish or the Blue Reef Chromis could be a nice addition.

Why such a high turnover rate? Anything in there is gonna school in the calmest corner or get blown around the tank.

The bangaii cardinals will (( at best )) end up as a pair, or (( at worse )) a single one.
