Yes that looks like filaments from a tear in the foot. Not a good thing for an anemone, however it is possible to recover with some care.

What do I have to do?

Idk if this helps to know but
I just got him 2 weeks ago and he has been rooted for about a week straight. It's just possibly last night and all today he has been on top of the sand. And watching him in the tank he has been rolling in a circle some times. I haven't touch the thing since putting him in.

Well first prior to ever buying another anemone check for tears in the foot or a gaping mouth or anything that looks abnormal, as for helping him recover im not exactly sure but maybe supplemental feedings can help? and turning down the flow so he's not being thrown around everywhere.. hopefully others can add on

I tried to look when I got him but I didn't notice anything like in the photo. I don't remember any white spots at all.

Update:

He rooted himself after I made this thread. Now today he unrooted himself and put his foot facing the light. Been like that for 2-3 hours now. The spot is much much smaller. Hoping it will be okay.
