Thread edit controls no longer working

Hi there. A few weeks back the tools in the toolbar on top of my thread editing window stopped working. This is where the font controls, emojis, link insert, etc. are.

I primarily visit the forum from a PC via Chrome. Can I turn these back on somehow? The pull-down menus function, and some of the icons highlight when I hover over them, but I can't click on anything in the toolbar.
