Will this be a problem even if I have a 3 stage RODI system?Literally a couple days before I leave the state my water company hits me with this

I don't think you have to worry. Regular chlorine is what most of us deal with. I would think any carbon block or method you use to deal with chloramine will take chlorine out rather easily.

I looked and the BRS Chloramine Monster carbon block specifically states

Removes chloramines AND chlorine
