Thinking ahead a bit to when I eventually transfer my tank into its new home, I plan to move my existing rock over to the new setup as well.

My main concern is that I am going to be switching my water sources and because of that, the salt I use as well.

I plan to match salinity and temperature as best I can, but will changes in other parameters have any adverse effects on the bacteria in my currently live rock?

Or would I be good to just fill the tank up, let any sand and cloudiness in the water settle, then add in my existing rock and fish (no corals in this tank) to their new home?

I would fill the tank up, let it settle for 24 hours or until clear. Test parameters and adjust if needed, and proceed with moving over the live rock, and acclimate the fish.
Continue testing for ammonia or get an ammonia badge. Do not over feed and have sw made up.
You can add products, such as Fluval Cycle to minimize any cycle that may occur.
Changing salt-mix shouldn't have a significant adverse effect on the bacteria as long as basic chemistry is WNL and your water source is appropriate.
