On its own, no.
I use the feed mode which will lower it down to 5% or so then after 30 minutes return back to its normal run time. I also use a virtual outlet with feed mode that will turn them off for maintenance such as water changes. Other than that they run fine.
I clean mine about every three months. I have a total of three. Cor 15 for skimmer, Cor 15 for refugium, return (secondary), and Cor 20 return (primary). The Cor 20 return uses an a power outlet outside of my Neptune EB832. I have one spare Cor pump block that I use for maintenance. I shut one pump down, take it out, swap plumbing, and power up. Clean the one I just removed, repeat. Makes it super simple.
3 issues I've had. 2 are related to me, the hobbyist. One, the power supply on the Cor 20.
1. Look at the images below. I have strombus grazer snails that are maybe 1/4" in size and they are everywhere. Great little cleaners. Anyway I noticed my return pump was not moving as much water than it normally does and couldn't figure out why. In fact I only noticed it because my hand was in the tank and it passed the outlet. Anyway I started to look around, removed the pump to inspect, and this is what I saw :). Yes, the pump was still working but not producing as much flow. Cleaned it up and it was back to normal. At this point in their installation I did not have an intake cover (it does not come with one) which I now use. This problem no longer happens.
2. The reason for the spare motor block. I noticed my skimmer was not working and thought it was the Cor pump driving it. Swapped pumps between the secondary and the problem persisted. Still not working. Thought it may be the driver, swapped that. Nothing. No bubbles in the skimmer even at 100%. Reach out to support and they suggested I take the pump out and test it in a bucket of water. Yup, pump worked. Turns out the strombus grazer snails in the image below found a way in my skimmer venturi which prevented air from coming in and not making any bubbles. I had ordered a motor block thinking that was the issue. Thus the spare for cleaning.
3. Only real issue I have had over the years is that the Cor 20 power supply failed. I've read around the web of a few others reporting this but it has only happened to me the one time.
TL; DR no, I don't really notice a fall off. I clean mine about every 3 months but this is something I do with all of my returns and power heads. I do not believe in letting them run for years without service. This works for me. I think either of the two pumps you listed will be fine but happy to share my experience since you asked.
