Dimmable T5 question

Hey,

trying to figure these out. i have not connected anything to the dimmer connections on the ballast. Should the lights work at 100% in that case or not work because it is an open circuit? Sorry for the rookie question. Doubting my sanity a bit today.

Depends on the type of ballast is my educated guess.
