Help me Setup a Nice Quarantine Tank

With my 220 build well under way, and getting close to being able to get it wet, I need to put some focus on building up my quarantine tank for new additions. Please help me figure out the best solution to accomplish this. I was running the 40B with a AquaClear 70 with the inTank media basket, but the tank got really dirty without a skimmer. The tank will be a 40 Breeder and I have a spare MP10es for circulation.

Questions:

Should I go sump with normal skimmer or no sump and use hang on back skimmer?
What is a nice hang on back skimmer? (thinking about the Super Reef Octopus LX1000s)?
Should I buy another EB8 or EB4 to run the lights, heater, etc?

Anything else I'm missing?

I would do it like you had it before. Keep it simple. Just do more water changes.
