Picked him up yesterday, and today I notice he’s got this silver around his eyes, could this be HLLE, if so what should I do? To preface I do not and have never run carbon in this tank.

are you able to get photos under white lights?

If its a day old in your system, likely it came with whatever is going on and stress of relocation making it worse.

Perhaps you can share some additional information. This is a good thread of what people will need to help you:

This is what it looks like under white light, water test coming back working ideal parameters none of my other fish seem to be affected.

sorry, in photo silver doesn't appear, but photo does look better than under blue lights. (or has fish been improving on own?) I do notice what appears to be a red mark on face near eyes, almost a red open crescent. Perhaps more observation is needed before anything.

You are likely already doing this, but in addition to whatever you feed your fish, also offer yellow tang algae, even nori partial sheet on clip - this will prevent future fish digestive problems. Whatever it doesn't finish by end of day, remove & trash; replace following day with fresh. I treat mine to red ogo macroalgae I grow live in another tank for tangs.
