I just bought the salifert iodine test kit because my lfs said im on the low side i also bought brightwells lugos iodine i just want to know on the test kit which test am i testing for as they are 2 different steps - iodide procedure and another test combined iodate and iodine,
Should both of them be at 0.06ppm? Or are different? Which one should i be testing thanks

Well, there's no "must do" with respect to iodine, but I'd start with measuring iodide. It is generally considered more bioavailable than iodate. The ocean is about 0.02 ppm iodide and 0.04 ppm iodate (as I).

FWIW, some folks have issues with that kit, so hopefully it works well.

So if i will be dosing lugols iodine what should i measure ive been told it should sit at 0.06ppm

Again, there's no "should". I didn't find dosing visibly useful in my tank. But it's a fine thing to experiment with, and 0.06 ppm is a fine target. Many people believe it is useful in their aquaria.

Lugols would not be my recommendation, but using it until it runs out is likely OK. It is capable of impacting other trace elements, where an iodide supplement is not.

i discuss iodine in great detail here:
