i was wondering if skunk cleaners will topple live rock, and also if pistol shrimp only stay along substrate and if their burrowing would be an issue with rock toppling, or if they were strong enough to move small rock to their created dwelling

Cleaners are definitely nowhere near strong enough to topple rock. Pistol shrimp will burrow under rock but make tunnels, not caves, so that should be fine.

Just on the sand. They make a burrow, and they work all day trying to move every grain of sand into the right position, it's really cool to watch!

The yasha goby (google it, they're pretty common, LFS could probably order it for you) looks beautiful with a candy cane pistol, they are partners in nature and match colours. But they can live with shrimp gobies and watchman gobies.

do they need to be added at same time or do you recommend adding one before other for optimal pairing likeliness

they can be added together, or at different times. If you add them together they'll pair in the acclimation bucket probably, if you add them separately, add one near the other's burrow so it goes to it for safety and they pair up in there.
